The same pattern is repeated in Isaiah 28. There the first 15 verses are itemizing the different kinds of sin and corruption among God's people. Then comes the Therefore verse.
Isaiah 28:16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
This verse is saying an exact equivalent of what God says in Psalm 2:6
Psalm 2:6 Yet have I set my king upon my holy hill of Zion.
That is because the cornerstone spoken of is Jesus himself.
Ephesians 2:20 And are built upon the foundation of the apostles and prophets, Jesus Christ himself being the chief corner stone;
